Important Change to National Rail Ticket Refunds Confirmed for Business Travel Sector

The Rail Delivery Group (RDG) has confirmed an important update to the National Rail Conditions of Travel (NRCoT) following ongoing discussions with Travel Management Companies (TMCs) and business travel organisations regarding proposed changes to rail ticket refund arrangements.

The changes relate specifically to refund eligibility for flexible National Rail tickets including Anytime, Off-Peak, Day Travelcard, Rover and Ranger tickets. Originally due to take effect from 1 April 2026, the implementation for the managed business travel sector has now been extended to 7 September 2026.

According to RDG, the extension follows a series of “open and constructive discussions” with TMCs, who raised concerns around the implementation timeline and the impact on managed business travel programmes.

What’s Changing?

Under the updated refund rules, refunds for most flexible National Rail tickets will no longer be available on or after the day of travel unless there has been disruption or exceptional circumstances preventing travel.

The change applies to:

    •    Anytime tickets
    •    Off-Peak tickets
    •    Day Travelcards
    •    Rover and Ranger tickets   

Advance tickets are unaffected as they already operate under separate refund conditions.

What Travellers Need to Do

Travellers whose plans change and who no longer intend to travel must submit a refund request by 11:59pm on the day before travel in order to remain eligible for a refund.

Once the refund request has been submitted within the required timeframe, the TMC or TIS supplier can continue to process the refund afterwards, with processing permitted up to 28 days later.

Refund requests submitted on or after the day of travel will only be approved where:

    •    The train was cancelled or delayed, or
    •    Exceptional circumstances prevented travel.  


Refunds will not be granted solely because a trip is no longer required.

Examples Provided by RDG

RDG has shared several examples to clarify how the new rules will apply in practice:

    •    If a meeting is cancelled the day before travel and the refund request is submitted before midnight, a refund will still be available.
    •    If a meeting is cancelled on the day of travel, no refund will be permitted unless there has been rail disruption or another exceptional circumstance.
    •    If a train is cancelled or seriously delayed, refunds will continue to be allowed.  


What Hasn’t Changed

RDG confirmed that:

    •    Uncollected tickets will continue to follow the current process
    •    TMCs will continue managing refunds on behalf of travellers.
